Description:
Expression of Interest are invited for Tax Data Digitization to Support National Minimum Wage Policy Setting in Bhutan. The Ministry of Labour and Human Resources (MoLHR) in Bhutan is mandated to fix a minimum wage or wages in consultation with the government, the employers and the employees. The National Minimum Wage (NMW) rate was first established in the year 2011 and set at Nu 100/- per day. The NMW was further revised to Nu 125/- in 2014 per day. In 2020, the World Bank undertook an assessment of the NMW in Bhutan and recommended conducting a detailed study to reset the NMW using a more scientifically based analysis that considers workers' productivity in Bhutan. To undertake this task, digitization of the existing tax records at the firm level for the most recent year available is needed, as well as collecting up-to-date information on firm level revenues, expenditures, and employment. The objective of this consultancy is to support the tax data digitization in collaboration with the MOLHR and with permission and collaboration of the Department of Revenue and Customs (DRC) under the Ministry of Finance.
